FRIENDS OF THE ANIMAL SHELTER (FOTAS) is a non-profit 501(c)(3) organization formed in 1990 to support the programs of the Jackson County Animal Shelter (JCAS), located in Phoenix, Oregon. The FOTAS mission is:
- Increasing pet adoption at the Jackson County Animal Shelter

- Improving the quality of life for the shelter's animals
- Promoting spay and neuter of domestic pets

HOW DOES FOTAS HELP THE SHELTER ANIMALS?FOTAS-trained volunteers help the animals by:- Searching for qualified homes through both shelter-based and off-site adoption programs
- Exercising, loving, and in other ways keeping the animals healthy and in good spirits until a good home can be found
- "Fostering" select animals in their homes short-term when circumstances require
- Helping facilitate adoption counseling at the shelter (specially trained volunteers only) and being trained as "puppy walkers"
Funds donated to FOTAS are used in several ways. Here's three examples:
- When the shelter lacked sufficient funds to buy the projected amount of innoculations for a new "puppy season," FOTAS raised money to purchase the needed material
- A "WOW" program presently exists, meaning that some older or special need animals may be designated by the staff to have their shelter adoption fee (normally $80 for dogs/$65 for cats) reduced (to $65for WOW dogs, and $40 for WOW cats), with FOTAS making up the difference
- Some shelter animals requiring medical care may have their vet and hospital bills paid through the FOTAS medical fund.
- And, there's much more, naturally...
In addition to direct care and adoption promotion, FOTAS volunteers provide administrative, fundraising, and outreach services. The Shelter staff rely on our volunteers to help with these critical functions, so that the staff has more time for direct care of the animals.
